Enhanced Service District supports can help the St. Johns community thrive
Enhanced Service Districts (ESDs) are a proven tool used in communities across the country to help business districts stay vibrant, clean, safe, and economically strong. Funded through assessments on commercial properties within the district, ESDs create a dedicated local funding source for services that go beyond the City's baseline responsibilities. In Portland, three ESDs are already supporting thriving commercial districts, and other neighborhoods have explored this model.
An ESD does not assess fees on homeowners or condominium owners, even if their homes are located within the district boundary.
For St. Johns, an ESD represented an opportunity to invest directly in the future of our historic business district. Dedicated funding could support services such as beautification, public safety initiatives, events, marketing, business support, and other improvements that attract visitors and strengthen the local economy. Oversight would be provided by a board of local business owners, property owners, and community members to ensure investments reflect the priorities of the St. Johns community.
Project Update
After continued community outreach and discussion, the St. Johns Boosters Board voted not to move the current ESD proposal forward to City Council in July 2026.
While the proposal is not advancing at this time, we remain committed to understanding community priorities and evaluating future opportunities to support the St. Johns business district.

What Could an ESD Support?
Every Enhanced Service District is unique, and the services it provides are determined locally based on community priorities and available funding. Types of services that were discussed included:
Sidewalk cleaning and litter removal
Tree well maintenance and landscaping
District Wayfinders* to provide hospitality, information, and help connect visitors and businesses with local resources
Marketing and promotion of the St. Johns business district
Community events and district activation
Business attraction, retention, and support
A St. Johns district office or community home base
Paid staff to support the businesses and community
Clarifying a Common Misconception
There has been misinformation suggesting that the proposed ESD would fund armed security in St. Johns. That was never part of the proposal.
At no point did the proposed ESD include funding for armed security personnel. The focus was on services that improve the business district's appearance, support local businesses, enhance the visitor experience, and strengthen the neighborhood through maintenance, marketing, and community programming.
*District Wayfinders are typically unarmed staff who serve as ambassadors for the district. They assist visitors, provide directions and information, report maintenance issues, and help connect people with available community resources.
*District Wayfinders are people who walk about and support the district —helping residents and visitors— pointing them to services, staying connected with businesses, and keeping track of issues so the district stays safe, welcoming, and well cared for.
